Secretariat for Utilities
The Secretariat for Utilities performs tasks within the area of administration referring to:
1)    monitoring and enforcing laws and regulations adopted on the basis of laws in the areas of utilities, residential areas, waste management areas; spatial planning and construction of facilities in the area of temporary facilities; territorial organisation of the Capital City; resolving residential issues of civil servants, employees, and local officers, and other regulations relating to the exercising of the administrative body’s functions; giving opinions on proposals of laws and draft laws and other regulations and acts from this area;
2)    preparing and enforcing regulations and acts of the Capital City in the areas the body is established for; preparing Acts on Establishing of the public services it is supervising; giving opinions on initiatives to evaluate the constitutionality and legality of regulations falling within the body’s competence;
3)    drafting and implementing the programme of work of the Secretariat, the programme of temporary facilities, and other programme, planning acts of the public services within the scope of the body; carrying out the local strategic plan; integrity plan and other plans and programmes of the Capital City within the body’s competence; monitoring and conducting national planning acts within the body’s competence;
4)    keeping an inventory of undeveloped disposal sites and other tasks from this area;
5)    conducting administrative procedures in the areas the body is established for (moving away from common and special areas of residential buildings, erection, or construction of temporary facilities in accordance with the law, until the implementation of programme of temporary facilities, placement of a board with name of the facility; temporary occupancy and excavation of public surfaces, apart from municipal and unclassified roads; procedures for free access to information and other administrative procedures within the body’s competence in accordance with the law and decisions of the Capital City;
6)    acting upon initiatives for joining and establishing new settlements and renaming settlements, streets, and squares on the territory of the capital city, or upon the initiatives of citizens within the scope of the body;
7)    enforcement of decisions of the Assembly on defining the names of settlements, streets, and squares;
8)    determining the streets that belong to the area of elementary schools on the territory of the capital city in cooperation with the Secretariat for Culture and Sport and the ministry competent for educational activities;
9)    establishing and keeping a record of the names of settlements, streets, and squares and the numbers of residential and commercial buildings; the registry of administrators of residential buildings; a registry of the erection and construction of temporary facilities; a record of local assets in general use in the field of utilities apart from assets whose recording is delegated to public services; records of other local resources of general interest from the field of utilities; records on municipal waste and other registries and records in accordance with the law and decisions of the Capital City;
10)    providing execution of emergency works in residential buildings in the events prescribed by the law;
11)    administrative supervision, tasks of exercising the rights of the founders in public services which perform residential and communal activities (limited liability companies, such as: the Housing Agency, Water Supply and Sewerage, City Sanitation, City Marketplaces, Funeral Services, Municipal Services, Greenery, and Landfills; deciding upon the legal remedies regarding first-instance acts of public services supervised by the administrative supervision and the legal remedies of consumers of services of general interest; giving opinions on the Statute, acts on internal organisation and systematisation, the programme of work and report on work in terms of its compliance with the special Guidelines of the Mayor, plans, programmes, price lists, and other materials regarding those services;
12)    participation in the identification and protection of the capital of the Capital City in the procedure of privatisation of public services supervised and established by the Capital City;
13)    preparation of acts for the Mayor in supervising the legality and functionality of the operation of the Protection and Rescue Service and the Communal Police;
14)    preparation of reports on operations, information, and other technical materials within the scope of the body for the Assembly, Mayor, state administration bodies, the media, etc.;
15)    preparation of annual and other reports for the Chief Administrator on resolving the administrative tasks within its competence, realisation of the integrity plan, the procedure of providing participation by citizens in performing public affairs, exercising the principle of transparency by publishing prescribed acts, cooperation with NGOs, and other reports;
16)    preparation of information for the media within its scope and the scope of supervised public services and its submission to the Public Relations Office in order to be processed and published in the media, on the website and on social media;
17)    keeping an inventory and record of immovable and movable property at the Capital City’s disposal, which the Service uses for exercising its functions (official buildings and commercial premises, except for those used by multiple administration bodies, equipment, and means of transport, etc.), in accordance with the law which defines state property; submitting the records in electronic form to the local administration body responsible for property affairs with the all amendments that occurred during the year;
18)    other tasks within its scope, in accordance with the law and other regulations.
